Urgently need excellent IT recruiter to fulfill requirements

Hi, I'm looking for back office support for IT recruitment. The person should be able to understand the requirement and provide me with quality resumes from various online portals. If possible also screen the candidates and should be able to participate at different levels of IT recruitment process. Should be able converse with me on skype and on phone. We need a highly experience recruiter who has knowledge about the full recruitment lifecycle and has worked in fast pace environment with large organizations.
