Hello I'm an electronics and communication engineer and I can design the GPS/GSM tracker. what's the maximum footprint of the system? what's the power source? do you want it to be momentary or remotely activated? do you have any preference for the microcontroller/local processor?

I had already developed firmware for gps gsm/gprs module A7 for various targets like STM32F103C8 , TM4C123 and TM4C129.
