Vocabulary control programm

We looking for a programmer to program a tool so we can check if the articles written are using the controlled vocabulary. For example, if the article can only contain 2000 vocabularies from the list, then any vocabulary which is not on the list will be underlined. We would like to copy the article which is written in word, and then paste on the program you write. If there is any vocabulary used in the article which is not on the vocabulary list, then the program will automatically mark the word. We want to be able to type the vocabulary into the system so we can create our own "controlled vocabulary". As we are not sure how long it will take, so please give us your best offer. Payments will be made in stages and via GAF escrow only. Thanks!
