Payment Processing Website needed

need to have a website designed that is a combination of [login to view URL] and www.intabill.com. We want to combine the best of both these sites. We basically need to have the information pages up ASAP as well as the online application submit. The backend demo and other can come later but we need the website with the information pages up right away and for the customer to at least be able to submit an online application. The one other thing we need is a logo designing also. We have a limited budget but the project shouldn't be too difficult to do. We need to be able to login and change the text on the pages also so a admin panel is needed. We would like to start today on the project.
