Embedded EMAIL template / stationery to be used in Outlook

ok i need something very simple here, its an email to be used as a template / stationery in outlook. the one thing is, I want to be able to click "new" or "reply" and the cursor goes to the area marked "message text" - therefore the top image should be embedded into the email. the email can not start til after this image but it must appear. if you cant do that, don't bid, this is a simple project - but i just dont have the time this weekend to get it done myself. screenshot attached.
