guestbook submitter

I'm wanting a desktop application,needs to be an installable file that I can operate from a windows XP PC (NO WEB BASED PROGRAM) to submit to guestbooks by being able to enter a range/amount to submit to at a time (example 1 to 1500 one time or numbers 2000 to 3000 the next time out of the list), enter name, email, site URL, title(if necessary), comment box. The program does not need submit my comments, name, e-mail, link etc, to all guestbook types/versions in one run. Need to be able to start, stop and pause the posting. Have ability to add more options e.g guestbooks Ability to remove google api request while script is posting Any other ideas are welcome Already developed script is welcome. Fully working demo is required before escrow will be released! I know its a lot of requests (I'm open to comprimise)
