need PHP developer to build our CPC Ad network similar to Google Adwords -- 3

Hi, We are hiring a php jQuery developer to build our ad platform similar to Google AdWords. See attached document. It is important you understand what we are trying to achieve. We operate META search engine which will offer localised search in many countries backed by BING and we want to build our own CPC advertising platform similar to how Google adwords runs. We have the ONE ad zone which will be split anove and below search resutls so ads 1-3 will appear above and ads 4-6 for any search term will appar below search results. As you will understand its only split this way because how our system works however from a advertisers place its just ZAPAds and our system will determine which ads to show. It is important to note our serach time is 1 second or less so its important that the ads show in the same timeframe 1 second or less and it's important that its accurate so keyword + location matching. The other thing to note is advertiser accounts we have build a user system with php and MySQL here at [login to view URL] which is like our universal account system so like how with other websites you can create one account and then login to all their platforms we want the same. So ZAPads users will create an account but its important this is connected to the ZAP account system so that the same user account can login to other products. The important this in this project is our partner accounts, so unlike its ever been done before we want to allow web agencies (business users who manage online advertising for their clients) they can make campaigns for their clients from their partner account and they will EARN a % of their total account monthly spend depending on what level Partner account they have. (The partner account information is contained within our document.) its Bronze, Silver and Gold as well they have to apply for the partner status from within their account and we as admin can approve or deny. It is at that point they need to supply more information about their account like Business name, estimated monthly spend, a contact phone number - so we can call them to discuss). READ the project document attached all the important information is in there. We run a META search so the results are not our own. But we want to build our own ad network to run along every search just like AdWords does. It is important that the ads run very fast but also accurate. It is important to note we have a user account system called ZAP Account which is a central account system which we would like to use so that when a user registers for a ZAP account they can then login to all our products. You can see this at [login to view URL] but keep in mind we haveregular advertisers then we also have web agency partner accounts which will start of as a regular advertisers with a ZAP account then they can request to be approved for an agency account from within the ZAPAds project. It is at the time of application they provide us more information like: - Business Name - Business URL - Facebook URL: - Number of clients - Number of staff - Current Google monthly spend It is once we receive their application and verify there information a staff member of ours can approve or deny there application. Once an advertisers becomes a web agency partner account we have 3 levels of agency account that vary depending on the amount they spend with us each month. So they will start at BRONZE level than as there monthly spend increases then SILVER then up to GOLD which at each level will determine how much commission they earn each month. (More explained on the attached document) Read the Milestone document it covers project stages, and milestones we have allowed. Budget is $500 + we will pay a $150 bonus once we are happy and have tested it all.
