146493 mod voting system on videosite

Smarty BASED Purpose- This mod will choose the highest rated video of the day and display it on a calendar on the site. It will do this until the calendar is full. On the first day of the following month the calendar will become a ballot for users to select (button or pivot) 1 of the 30 videos for best of the month. We would also like to have the ability to do this on a weekly basis too. Voters can only vote for videos once- weekly winners can only win once in a calendar month, monthly winners can only win once a calendar year. Automated emails need to go out to daily weekly monthly winners. The whole process should be automated without any input from admin except for the ability to change emails in admin.
