Classifed Advertising Site update in Php

i need some one to write a script for a classified ad script produced by ikiclassifieds, a site script update to the current site that will allow clients to post the same ad to multiple cities pages at the same time , and see how much the multiple listing will cost before they commit and allow them top pay by pay pal before the ads go up on the site, and have the script post a email to the admin so they can confirm or deny the ad posting. this last act is something the software already does.
