Webcam website live streaming / chat / payments

I need a quote for building a website where I can upload new profiles with photos, videos, personal information (call these employees). End users can register and chat to the people with profiles and have live video chats. They have to pay to chat (1 min free) and they can also pay to see pictures and pre-uploaded videos. They can chat with or without video. For pre-uploaded videos, I don't mind if this pull in from YouTube. Each time an employee is on a chat, it is recorded how long they were chatting for and the end user is charged accordingly. This data is recorded under the user profile for future reference and also for website owner to reference. The employees can login and upload new photos and videos to their account. They can also see their earnings. When an end-user pays, the money goes to the website owner first and then the owner will pay the employees. It needs to be easy for me to pay an employee on the website admin area. I don't mind which payment system is used but I don't want payment reversals to be an issue (e.g. with Paypal). I want to be able to set what percentage I take off each call to an employee - they can have different commissions set for each employee. End user must be able to search for employees based on criteria e.g. blonde, brunette, age etc. homepage will have top earners on it. Site has to be secure to take payments etc. I will provide the design of the website which will need cutting up in the HTML. Some internal pages may need designing but overall look and feel will be done. No time wasters. The website needs to be 100% working with no bugs and finished to be paid. Low budget as new project - am prepared to pay a percentage of future earnings. At this point, I am seeing if it is even affordable.
