Perl Expert Needed For Membership Site Payment and Extras

I need a perl expert to integrate paypal payment into my membership website.
Paypal needs to post back to show the member has paid status. Paypal needs to post back every thirty days to tell my site that payment has been made and membership features remain available to the user in question.
If the user cancels their paypal subscription at any time, it needs to tell the script on the last paid day.
My scripts also have a "delete account" feature that emails me. I need some additional information sent to me when that happens. I also need that to trigger paypal if that user is a paid member and cancel their subscription at the same time.
If a person deletes their account, their last day will be at the time they delete their account, of course.
Most of the infrastructure is already there. There are paid and non paid entries in the database. The site currently works with 2checkout as far as the inital payment and paid status goes. 2checkout doesn't post back, though. Anyway, I'm mostly trying to say that I'm not asking you to build a membership site. I'm just asking you to integrate payment into an exisiting membership site.
I have a paypal script, but please bid as if you are building that part from scratch. It is several years old, and I can't say that the paypal script will work properly now.
Also, some payment methods need to be deleted within the scripts that are no longer available.
I will need some future things for this site, so I'd like to find someone who understands how the site works for later issues.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
