MMO Football Soccer Manager Simulation

I would like to create a Soccer/Football simulation game base on and only Massive Multiplayer Online. I would require a certain sets of skill which the bidder will need to have in order for me to accept the bid. I will need 1st phase designs for GUI and layout. I will have different phases for the game so I would prefer someone who is willing to work all the way throughout the phases.
