Site improvements, XHTML, CSS, Invision Power Board, basic CMS for homepage

What I need or require: Deamweaver CS3 HTML and CSS files modified so three column page design is compatible with all modern browsers and does not require horizontal scrolling. Logo and header banner may need adjustments to CSS to fit all browsers properly. Sample template that accomplishes this is the basis for current web template and available free of charge at [login to view URL] and is "The perfect 3 colum liquid layout" design. Or if designer prefers the header and navigation can be transferred to one of the elastic three column templates in dreamweaver CS3. I also need the middle column of the website to contain article headlines I can modify and links to articles specific to my industry. A visitor to the site could click on the link to view the article as well as have the ability to email the ariticle to a friend or print the the article. The column should be easy to modify and an example will be provided to interested bidders. The middle column of the website [login to view URL] is similar to what I am referring to. I also need the site integrated with Invision Power Board community suite (Forum, gallery, blog) version 3.0. The 3.0 version is currently in release candidate version one with the final 3.0 version anticipated for release in next month or so. I do not need any modifications to the software CSS or HTML or customization, just installation on my site via the appropriate links from my index page to the respective forum, gallery and blog pages. I need all xhtml, html and CSS files in dreamweaver CS3. What I already have versus what the provider will deliver: I have the index page and navigation from the index page completed. The CSS and HTML need modified to meet the requirements above. I also have the 3 column template which is accessible to anyone, I just need assistance with the HTML and CSS. Other context/requirements that providers will need to know: The website will be an evolving process and may require additional modifications in the future. However, prior to going live on its primary domain, I want the Invisio Power Board community suite software and associated mySQL database and required PHP all functional and working properly. Future modifications will most likely include a job board with functionality found in most job boards throughout the web - PHP, etc. Specific expertise/background that I am seeking: Someone fluent in both website design and development. Specifically, someone fluency with CSS and HTML as well as database installation via phpmyadmin and general database management and PHP. The willingness to provide basic explanations regarding all of the above would also be greatly appreciated although not an absolute requirement. Timeframe for delivery: Interested in starting as soon as possible; however, much more concerned about the quality of the output than the timeframe associated with the output. Assuming no major issues with IPB 3.0, estimate 1-2 weeks until completion.
