Fix existing PHP/HTML code so that the selected thumbnail displays in the middle of the selection window after page refresh.

The problem: once the user has selected a design and the page redisplayed, the thumbnails (to the left f the main image) get 'reloaded' and displayed from the beginning of the list. For instance, if user selects 'Palermo' design (by clicking onto the thumbnail or by using drop-down menu), the 'Palermo' thumbnail is not displayed and the user must scroll through thumbnails in order to identify it and its neighbors.
The desired outcome: 'Palermo', for example, should after the page refresh, appear in the middle of thumbnail window. The window should therefore automatically scroll at the time of displaying the page. If the thumbnail is at the top or at the bottom of the thumbnail list, it should be displayed as close to the center of the window as possible.
Preferred method: server side, by fixing CSS, HTML and PHP code as required. Use Javascript only if server side scripting cannot theoretically work. I will require a detailed explanation while server side scripting will not work, prior to authorizing coder to use Javascript.
CSS and PHP files will be made available to coder who offered the winning bid.
An example of thumbnail arrangement similar to the requested fix will be appreciated.
