Custom Website Template (Harley Davidson)

Hey Designers, I recently picked up a "submit your ad" type website that allows people to post ads of their harley davidson bikes online. Right now the site works fairly well for the ad part of the site. However I would like to get a custom template made that matches the look and feel of the sites homepage ....I would like the site template (static) to be driven by css, it should be light weight and down load fast. I would also like to have h1, h2 and h3 tags built into the css file. The site now is based on asp and does not have a lot of css design. While I want to keep with the "theme" of the site I would not mind if the site looks slighly different (read slighly better). The site template should be no wider than 750 pixels wide ... Again the site is about harley davidson motor cycles. I will also need space to intagrate yahoo or adsense ads into the site.
