SMS app developed in C#

Note: I can only release $30 initially, will release payments as project progress. 1) Be able to IDENTIFY user defined KEYWORDS inside incoming SMS message and do any of the three (3) actions: --- a) FORWARD the SMS message, without the keyword, to another mobile number --- b) PULL SMS message/s from the GSM modem (inbox) [modem attached to the computer], and send back the said message/s to the text origin --- c) using the SMS message, CREATE A TEXT type file (choices of XML, JSON, TXT, CSV etc) [conversion should identify carriage return or new line in the SMS] and save the said file to a user defined folder in the PC 2) Be able to CREATE AN SMS message from a text type file inside a user-defined folder (whether that file is in XML, JSON, TXT, CSV form etc) and send it to a specified destination included in the text type file 3) Be able to SELECT the appropriate telecom network for a group SIM numbers starting at a pre-defined numbers (ex. all SMS messages to be sent to the numbers starting 0915xxxxxxx, 0916xxxxxxx, 0917xxxxxxx , will use the same telecom network SIM card installed in the modem) 4) Be able to IDENTIFY the number of GSM modems attached to the PC and their IMEI. If the GSM modem has multiple SIM cards, be able to identify the SIM numbers inside the said modem, and write this detail into a text type file in a user-defined folder NOTE: - app should accommodate multiple GSM modems attached to the PC - should prevent/cut incoming calls from connecting to any of the SIM numbers except allow some pre-defined mobile numbers to do miss-call - no SMS send/receive limit but may require time interval configuration - runs in the OS background as a service (auto-restarting when not running through a separate tiny monitoring app) - i would need the step by step procedure how to make executable and install it in the PC OS - i would need all the source code - please allow for 2-3 weeks testing for app fine tuning * i would need your sky.p.e account [jetlandon] for communication
