Most of the work I have done consists precisely of an installation/deployments of websites and cloudsql data bases. You need someone who is knowledgeable in various specialities like App Engine. For example: When you deploy applications in App Engine the load balancer is managed by the ggogle cloud BGP (Border Gatways) and the autoscaling is defined by you in your app.yaml.
