I have worked for 7 years with Ozone, Myfifi/LAN10 on a wireless internet service provider in Brussels, we had about 150 hotspots, I have developed the whole system all alone from a to Z.. I would need to know more about the network structure you already have, and have you already though about mikrotik to do this? With usermanager, it's made for this, quite easy. The only problem would be packet inspection, which is possible with mikrotik but not as easy as with linux and snort or such IDS. If you really want to do it the cheap and opensource way, I would use chillispot. Hello, My name is Tom Uffner. I am an expert Unix & Network admin with many years of experience. I would use pfsense to do what you want. It has most of the required functions built in, and the few things it doesn't can easily be added as plugins or ports. Please be aware that pfsense would not actually be a Linux box. It is based on FreeBSD, which is a free and open source UNIX distribution similar, but in my opinion, superior to Linux. Hire me and I will help you install and configure this system.
