Establish the use of Domain Name to reach an Apache2 server on a VM behind an IP on a specific Port

Hello, this mission is for a proven specialist in Virtual Host and possibly Apache 2 rewrites. I need the freelancer to assist me in setting up the domain name of a project in order to be accessible by anyone one the web. The DNS of the domain were setup in order to redirect the request to my dedicated fixed IP on a dedicated non-http(s) Port. For example: [login to view URL] > [login to view URL] The use of a dedicated port is mandatory to allow the proper VM routing at the home gateway. The Router takes the incoming request on port 9999 and forward it to the specific VM which contains Apache2 server and the project. Virtual Host are configured, and the website is currently accessible. But I couldn't reach the results to have [login to view URL] populating in the address bar. Only the IP with its port is reflected. But I would like the project to show as domain.com. I tried rewrites in htaccess but it didn't work. I need someone who is capable to set it up with me, during 1 or 2 telcos, in order for me to have the domain name properly routed and presented. The working language can be English, French, Russian.
