Create a Gaming Aion Test Private Server

I want to develop an Aion TEST private server for free. Why free? I want to develop a test server by being partnered with a dev that KNOWS WHAT HE'S DOING. So that it will lead to a business and we can all profit from it. Please, I can not have a hard time. I need a REAL dev that wants to work without pay, that speaks ENGLISH and knows how to be respectful and patient. Then once we eventually make the server public, we can make profits over time. It's gonna be a business development. I would like to be admin on the server also. Name of the server hasn't been decided as yet, as stated it will just be used for testing purposes for now.
