Convert Illustrator File To HTML + Simple Database

I have an illustrator file that I need converted into a very simple site that allows a user to scan a barcode and check its value against a list of values uploaded into a database. There also needs to be a way to upload the barcodes. The pages I need are listed below. The zip file contains a jpg of the ai file and a vb app with access database to show the functionality I am looking for. Scan Page. This page will scan the barcode and check the number against the database. If the barcode is found and it has not been scanned before the word “VALID” appears in large green letters for 3 seconds. If the barcode is not found or has been scanned before the words “INVALID” appear in large red letters until the next valid ticket is scanned. (it will also need to check to see if the ticket has been sold) The access code will be unique to each client using the system. If the lock button is pressed the field will not accept input to avoid an accidental key press. The remember this code check box will ensure the code is there each time the page is visited. It will also need to log the scanning ip address , date, and time. Activate Page. This will be used if the manage inventory box is checked on the admin side. It will be the exact same as the scan page except it will display “Ticket Activated” in large green letters for 3 seconds and will mark the sold field to true. It will also need to log the users ip address , date, and time. System Administration Page This page will allow the user to add new access codes (clients) and upload a csv offline barcode list to attach to it. It will also have a place to let the user track off line inventory.
