popup div tooltip always onscreen

Display a popup mouseover event that shows the contents of a hidden div always on browser screen no matter the position of the div/image activator on the page. An example behaviour would be a tooltip or very similar to the [login to view URL] mouse over button behaviour. Google also has tooltip/talkbubble with similar behaviour. Div must stay open while the mouse is over it, then timeout after X amount of seconds onmouseout. Hidden dic will contain form and other dynamic content.
