Simulated forward view doppler weather radar

I am regenerating this project - someone out there must be capable of creating a software app that can simulate the appearance of a forward looking doppler weather radar used in 1960s civil aircraft. The attached image file shows a typical display unit from the period. I need the software app to mimic the appearance of this display unit and to change the display over time - ideally it should read METAR data from the internet to provide an extremely realistic simulation, but I would be equally happy with a simpler app that just generated random weather conditions. The key features for the app are: It must be FORWARD (i.e 180 degree sweep) looking The simulated display MUST be orange (the 1960s radar displays used orange phosphor on their CRTs with medium persistence, much like P7 CRTs) The display must change over time and be realistic Must be a self contained app that will run under a Windows 32 bit environment (WinXP) Not bothered what language is used, as long as the deliverable is a Win .exe file and is delivered with any dependencies If you think you can achieve this, please bid and explain how you will achieve the brief
