Sprint Palm Treo 755p J2ME Application

I am soliciting bids for a location-based application for the Sprint Palm Treo 755p, using the WEME (Websphere Everyplace Micro Environment) on the handset which provides CLDC1.1 and MIDP 2.0 for J2ME applications. I would like to develop a small and lightweight application that will relay location information from the handset to a central network, which will be used to provide electronic coupons and other offers pushed to the handset via SMS and email, based on the handset location. The application on the handset itself will be an opt-in program that once installed has the ability to derive the handset's location from the Sprint LBS API, then relay that information to a central server using UDP and with a user-definable setting for location intervals (the default will be to send location info once every 10 seconds).
