help with contractor and 1099 report

I have a contractor who is not showing up on my 1099 report even though he's tagged appropriately

This contractor appeared fine when the 2019 1099 report was run. But now when we run the 2020 report to generate the 1099-NEC he does not appear on the list of 1099 contractors and does not appear on any of the Quickbooks reports for 1099 contractors. He does appear as a vendor.
