Twist and lock plastic part

I require a simple twist and lock mechanism for two plastic parts.
I have a plastic wall, 2mm thick, with a hole in it. I have two cylinders, one fits into the other. Each cylinder is on opposite sides of the wall and I want to be able to push them together through the hole, twist and lock the two pieces together. The inside piece cannot be allowed to be undone or untwisted.
I am not allowed to drill into the plastic [url removed, login to view] two pieces must hold firmly together against the plastic wall.
This may be very simple job for experienced designer.
Basic conceptual Solidworks models available.

I am thinking something like a bayonet mount.
