Gift Certificate graphics design

Our web-based system is being set up to manage gift certificates but as each one has a unique barcode, we can’t just print them all at once at a printer. The system will enable me to copy the barcode to a clipboard in a standard size. I'd like to get sort of image file with four 'blank' gift certificatres into which I can paste four different barcodes and then print and cut into 4. The gift cards would say (with the underlined bits being filled in by hand when it is purchased): Second Mode Gift Card For: Hannah Brown Date: 22nd Oct 2019 This gift card will expire 3 years from the above date Value: $100,000 And of course there needs to be a blank space for the barcode. Before I print, I’ll generate the gift certificate barcodes in the system then copy the barcodes to the clipboard and paste it into the image file (pasting 4 into the file to create four certificates). I'd like to get something built that I can edit with a free (or relatively inexpensive) graphics design software . As I'm not doing much, I would hope be able to get by with a free tool. I can send the freelancer some samples of our other graphics, the fonts use, our logo and the two colours that we use in all our graphics. As part of the project, the freelancer will have to show me how to insert the barcode into the document/file when it is produced.
