Create online job card system

I am in the IT Services Industry and require an App which can be used by technicians for receiving a job, completing the job card which has been submitted to them (filling in all information such as arrival time, departing time, summary of work completed , status of the job etc, but also need a sign off area which can be done on the smart phone ie. client must be able to sign job off on smart phones.) This must then by submitted by technician. Techs must also have the ability to create new job cards, but not delete on the app From an administrative perspective I want the admin department to log into the website, raise these job cards for techs, manage new techs that come onboard, manage new clients etc. The administrative department must be able to view on the website login which jobs have been assigned, status of jobs and completed which can be printed for billing. In short, I am trying to replace the old job card books. I do understand that you will need more information etc but I am trying to see what this would cost me including yearly hosing.
