Google Sheets Coding Assistance

Compare two different columns and append the first column with anything different BASED on criteria I have the following code but its missing the criteria portion. I have a source and a target . The Source I want to look at Sheet 1 column A but based on if column B if its "Not Active" and then go to sheet 2 which is the target and add to column A as long as its not in column a for the target sheet.
