I need a sample (a few addresses from each country you have) to check how it performs on other countries. I'll geocode this sample for free for you to check feasibility. If the results are ok for you I'll geocode the rest for 50 USD per 5.000 records. So for the full 20.000 datafile you have it would be 200 USD.
