Windows service (C# / VS2013) that monitors and notifies about GDI usage in a set of processes

1. A Windows service written in C# using VS2013. Dot Net 4.5 is prefered. 2. The service needs to constantly monitor the GDI usage of a set of processes, all with the same name, and possibly running in several user sessions. 3. When the number of GDI objects used by any of the processes rises above a specified level, service should notify the user running in the relevant session that GDI usage is too high. 4. Notification should be done using a small, MSN-Messanger-style, non intrusive, animated popup window. Popup window should stay put until it is closed by the user. 5. Service needs to continue monitor the process after the notification, but wait 5 minutes before creating another notification. 6. Application must come with an installer. 7. The 4 relevant parameters - sample frequency, name of the process to monitor, GDI threshold and delay between notificaiton - must be read from an XML config file. 8. The service needs to have a minimal impact on system resources, since it may be run on a shared computer. 9. The final product is the complete source code. No external libraries can be used.
