If the description of the task is ok, that needs to be generated new guid (and probably copied somewhere, or written) there is no problem to write this task using c#, the steps to do that: the service needs to create hidden window per logged user, on hidden window register the global shortcut using the winapi, on delegate executes guid generation, etc ...
