MS Win10 harderning, monitoring of (hidden) windows system activity and data connections

I'm looking for a freelancer to help me harden a Microsoft Win10 system, monitor its activities and the data that it is exchanging with its environment, as well as alert me with real-time notifications.
Specifically, I need the Freelancer to implement a setup that monitors the system's network connections, harden MS Win10's client, and enable real-time alerting when suspicious activity is detected.
The setup should also take into consideration disabled services and Group Policies which can be used to strengthen the security of the system.
Step Nr. 1 (minimum goal)
-----------------------------------------
(1) I expect that the freelancer will provide
(a) overview of potential solutions (Windows onboard as well as 3rd party SW solutions);
(b) explains the possibilities & limits of seeing what Win System is doing (more than the general possibilites with general task manager & ressource monitoring).
(c) cost estimation for implementation (see below 2nd step).
Step Nr. 2 (later submission)

(1) Potential implementation of agreed solution (see above).
(2) I would like to know as much as possible and be informed about:
(a) what Windows is doing in the background, such as:
- current data downloads in background
- current data connections in- & outbound (Windows & other)
- current / latest folders accessed
(b) getting a real-time log written for:
- log of files added, removed, changed, folders created).
- log of data amount transfered per timeperiod per connection
(3) I would like to
(a) maintain high system integrity
(b) when ever possible: beeing able to switch back in case Windows implemented unwanted stuff on the machine

- Client system (overall)
- Background tasks
- Network connections
- System folders (system32, etc.)
- Power shell
- System updates
- Restore points
- Backup & Recovery
- File / Folder Security (ownership)
- System accounts (e.g. trusted installer)
2. Good knowhow of SW tools (open-source / freeware / other) available
Soft Skills:
