Build an interactive online education platform

I AM LOOKING FOR:
An adept web developer/programmer that can help me build an interactive language education platform.
I would like to work with someone who is honest, straightforward, and willing to communicate and cooperate.
THE VISION:
The primary features of the program are as follows:
• Customizable dictionary that can be created, edited, and shared by the user
• Interactive translator that can take a text and make flashcards for each word
• Advanced flash card system that automatically times the frequency of flashcards shown to the user
The following will give you a better idea on the type of flash card system I am trying to incorporate:

WHAT YOU CAN EXPECT:
Instead of trying to build a large web application with all features included, we will be developing in small, testable milestones.
The first milestone that you will be building looks like the following mock-up:

I am hoping to set up a system where you will be compensated on completion of these milestones. And if we need to have meetings over Skype or by phone, you will be compensated for your time by the hour.
