Adjusting Custom Wordpress Layout

My site [login to view URL] is growing, and the orignal custom Wordpress theme needs some tweaking. I've been able to tweak as much as possible, but now I'm looking for someone who is familiar with wordpress. Right now I just want to adjust the top banner on the home page. Currently is shows a rotating section with featured articles. I just want it changed so that there are three static sections, and I have a design in place, I just need someone to be able to understand the current code, and be able to add to it properly. The project shouldn't take too long, and I look forward to working with you.
