Oracle FULL OUTER JOIN

I have two tables A and B, I want to do a FULL OUTER JOIN between both the tables, when I do it, I get NULL values for the fields ( characteristics) which come from table B who do not have a match in table A.
I have implemented this full outer join in access database which overcomes this above issue..by doing - Inner Join, and Left and Right joins with conditions.
I want to do the same exact thing in Oracle, Need HELP
