I will finish the required task in time

I am new here in Freelancer but I have more than a decade of software development experience mostly in finance and other mission critical systems developed in C/C++. I have read the well written project document and it is a nice little project that demands good development practices and that interests me. *Design* I'm able to provide design document as requested and use standard diagrams to describe the system. Provide justification as requested and be methodical. *Program* There is no request for a UI so the program can be a console application with appropriate command line arguments. Program can be done using latest C++ standard, standard library and cmake for portability. My suggestion is to have an enumerator internally for SIRV for better performance. An interface can be provided so that current liner propagation model can be overridden if needed in future. Program will also be done with proper error handling.
