Create 20 pages (including 20 articles in each page) of SEO search results if search by a particular name in both English and Japanese Kanji characters

We are currently in the process of doing a reverse SEO of a particular "bad" page if we search a particular name in both English and Japanese Kanji characters. We now need a SEO expert to create new links which would appear in the first 20 pages of "good" pages if we search by that English and Japanese name. Those links can point to articles or any links which are "good" links or talking about good things. We want the first 20 pages of the search results to display those good articles/links. If we assume 20 articles on one result page, that means a total of 400 articles. We need this project to be completed urgently so that those 20 pages would come up in the search results asap. The search results are targeted at Japanese users who are searching in Japan using Japan search engines like Google and Yahoo. Questions that I need you to answer: 1.
