I have just launched a new educational website in a not-too-competitive market. I do not know a lot about SEO but I know I want to make sure I can get to google's page one. I have one quote already but I would really like to hear from some more freelancers so I can know what is possible and at what cost (also how long it takes to become effective)?

2 of my pages have stop words in the title
10 Pages have no description tags
10 Pages have no keywords meta tags
10 Pages have a highest meta tag keyword density of less than 2%
Navigation-1 page has no internal links
7 pages contain Flash
7 pages have no external links
No site map XML file
Word Density-4 Pages have their most frequent word appear less than 2% of the time.
My budget is more of a revolving entity. I am looking for something that is pay partially upfront, and then pay monthly to maintain.
