Simple DOS batch file or executable

I need a batch file or executable - VERY simple (no big install routine or dlls or install this or install that please, which takes files and folders and moves them into other folders according to their filenames.

I have attached an example.

You will see folders for several years, such as 1977, 1978, etc. These are the targets. The other files and folders in the sample all start with a two-digit number, for example the file 84_30-16.jpg. This file needs to end up in the 1984 folder. For the folder 91_30-16, it needs to end up (along with its contents!) in the 1991 folder.

* Everything will start out on the same level - no subdirectories involved.

* I can guarantee that all the two-digit prefixes will have a year folder which already exists.

* I can't guarantee the file and folder name formats or lengths, except to say that they will begin with a valid two-digit year code.

* There can be a LOT of files in the starting state - even several thousand.

When I run whatever you write, I should end up only with the eight year folders, with all the other files and folders distributed to them.

Only years from 1911 through 1997 are ever used, so you do not have to worry about the century markers - just the first two digits of the file- or folder-name, which are the last two digits of the target year folder.

I believe this should be clear - it should actually perhaps be a batch file, though I of course will be OK with a ONE-FILE executable that can be moved into any folder having all these files in it, and run.

Need as soon as you can bang it out please.
