Hello, this looks very interesting an fun to make. The hardware part is easy to make. Just an arduino and some leds. The software is no big deal either. For the bid I can provide you with a circuit schematic, the firmware for the arduino and a video that shows how the device works. If you want the same blurry effect as in the picture, you can add some cooking paper on top of the leds. We need to talk more on the number of leds you need at once and the power supply.
