3 Button Hand Held Electronic Whistle

I am looking for someone to design (and maybe source low volume manufacturing as a second project) a hand held electronic whistle. I have included a link of a product that is similar for a reference point on the product I want.

The electronic whistle I want would be three buttons in an upside down triangle formation. The button on the top left would emit a Buzzer sound, the button on the top left would say the word "Go" and the button at the bottom center would emit a traditional whistle sound. I also want there to be a way to change the volume of the whistle.
The product needs to use AA or AAA batteries and should not draw power when not in use.
