Small Task Related Json to SQLlite Android

hi !
I have one android application which fetch data from php server with json in SQLlite. its working fine as when user load application first time than its fetching data from server and storing in SQLlite for offline usage. When user open application again with working internet than its loading data from server and if user have not working internet than its loading data from SQLlite which we have stored last time with working internet.
Now I need to make some little changes in it. When user download and open our application first time than its fetch and store data from server and after that whenever user open application, it must load data first from local stored data. Application load data again from server only if there new data available in server else it can continue use last stored data from local stored SQLlite.
It must update data whenever we update data in server.
Lets talk and finish the issue.
