Provide Simple Enhancement to Google Bookmark Manager

This is for the creation of a Chrome extension that provides a minor modification to Chrome's Bookmark Manager, namely:
1. Provides an options page where one can select to turn the below functionality on or off and set a custom (time - milliseconds) value.
2. Changes (when hovering over a folder which has sub-folders) the amount of time before auto expansion of the folder to show all its sub-folders.
If this is not clear, imagine this scenario (which I am facing currently):
I am moving a Bookmark from one Category to another, while doing so my mouse glides over several other Categories with Sub-Categories. Each of these Categories now expands so all its Sub-Categories are visible - even though I didn't mean to hover in such a way that would allow them to expand.
This plugin would allow me to specify a duration of hovering I wanted to pass before these folders auto-expanded - e.g., 500 ms, 1000 ms, 5000 ms.
I've attached two images to this project. One of them shows the folders all collapsed (and thus it is easy for me to move bookmarks between top-level categories). The other shows one of the folders expanded with all sub-categories visible - now I cannot even see the other top-level folders.
I don't want to disable the auto-expand functionality entirely, but I do want to increase the hover time required before a category expands to show its sub-categories.
