Need a refresh for my Wordpress Website

-I had a basic web design made and I input all the content myself. It's functional but doesn't flow well, and some pages just look like a big word document. I want it polished, professional, and high-quality. Different color backgrounds that match the theme/logo or even better would be scrolling/zooming images in the background. I want interesting content that is broken up better, etc.
- I had someone optimize the website to help it load faster, but they just decreased the quality of the images to blurry/crappy looking images and I'd like nice crisp images that look good on any screen, but still have the site load rapidly and have a high Google Pagespeed score (it was in the 80-90, now it's a 25.) I'd like it above 90.
- I would like a short video to play in the background at the top of the homepage, but not take too long to load.
