The inbuilt Stripe payment module for oscommerce needs amending because it is suitable only for very recent versions and seems to rely on a templating function to get the stripe jquery in the header area which this older version doesnt have. (and doesnt want) So the module needs amending to fix this (and include the extra code in a simple, file include method.) All amendments must be clearly marked. if you have prior experience with stripe and oscommerce (especially older versions) then I dont think this is a big job. Please confirm you have proper experience when bidding.
