Access users contacts from mobile app and integrate to my plugin.

We already have a phone number sign up/login for our mobile users. I would like to add an additional functionality for my app to connect to users' contact page, find any phone number that is already in our database and integrate it to a plugin which suggests followers to you.
So this project has two parts,
1. Exctract pone numbers from users contact list and compare to database .
2. Any numbers matching is then integrated to "recommended plugin"
