Viral Facebook Chat Application

We need a facebook application developed that automatically sends chat messages via Facebook's Chat.

The app must incorporate latest Facebook development changes.

Upon accepting the app the visitor will be asked for chat permissions if the user decides not to accept the application he should be sent to predefined page. If user accepts apps permissions then he should be taken to a landing page.
