Application Firewall XP,Vista,Win7

I need an application to block all network traffic except selected applications.

Selected applications will be asked when running. Its gonna work like this:

1- User starts an application(example: icq)

2- Our application firewall checks if its in white or blacklist. If its not in any list, user chooses allow it or blacklist it.

3- If allowed it can access the internet.

And the whitelist must be secure; no one could add a rule to the list from outside of our application.

I dont need any signature or 64bit support. It just needs to work on Xp,Win7 and Vista.

## Deliverables

Project gui must be coded in Delphi.

For driver you are ok to use any language or development kit as? you wish.
