Hunting lease membership site

I need a paid membership site built for www.leasehunter.com. the site has an existing openrealty mySQL database that needs to be used in the new site. we can use an off the shelf membership manager like amember or something else to manage subscriptions.
You have the following visitors to the site. Each of these need to be addressed a little different.
1. Lease owners - these people need thier own FREE account to post, update and delete hunting leases. It needs to be easy to use and be able to upload pictures, changes and new posts should require an admin's approval.
2. Hunters/members - These people will have to pay a monthly/yearly fee to VIEW lease listings and get into the members only section.
3. Hunting guides - People who make a living taking other people hunting, I am going to sell advertising to them so I need a banner/ad manager, again this can be off the shelf. Would be best if they could sign up online for the ads.
I want to offer both paypal and CC payments for membership subscriptions and ads.
This bid is just for the backend, I will build a template around it.
This solution needs to be portable to my other sites and the code needs to be documented.
